I think i would loose the table runner, and remove books. display your knick knacks in the book case, with a few select old books

It has been a challenge finding a vintage dining table with decorative wood trim accents to personalize these chairs. I do see the concern.

You could continue the victorian style if you added crown moulding to the ceiling. I would also have to suggest using a much larger rug and putting some color on the walls.

You have some elegant furniture hidden under all the matching fabric. Obviously, the armed master chairs won't slip under the table. The rug underneath is too small.
Measure your table. The rug must be 4 feet bigger. A 5x8 table needs a 9x12 rug. Your bookcase needs to be on a large, spacious wall, the volumes broken up into more decorative clumps. Britannica no longer prints paper volumes, so you may want to keep yours under lock & key for your progeny.The top of it is too cluttered. You have the pieces to do something nice, but this is not the caliber it could be. Have you looked for an actual dining table to go with those chairs? This table is a library table so, is not the correct height. It is beautiful & showy but not for a comfortable dining experience as people can't really sit at the ends of the table. With your bookcase & library table, I'd convert this room to a library, using this rug & some comfy armchairs & lamps.
